Andrew Connell first became interested in housing as a volunteer in a day centre for single  homeless people in London in the early 1990s. He subsequently worked as an advice worker and a resettlement worker, and as a policy officer and adviser for a number of housing and homelessness organisations in the voluntary sector. In the early 2000s he helped establish Cymorth Cymru as the co-ordinating and support organisation for supported housing services in Wales, and he has also served on the boards of a number of voluntary housing and homelessness service providers.

Andrew has a first degree in Law, and an MSc and a PhD in Politics. His main academic interests are in welfare and public policy, broadly defined, and he has taught in these areas at universities in Wales and England at various times and levels since 2004. His PhD research looked at the development of British welfare reform policy under the first Blair government, and a monograph based on his thesis was published by IB Tauris in 2010. Andrew is currently working with colleagues from Cardiff University on a book about the role of ideas in the development of the postwar British welfare state, which is due to be published by Palgrave Macmillan in 2012.
