Richard studied Economics at Stirling University where he specialised in Public Finance and Monetary Economics.

After working as an Analyst at the British Steel Corporation in London, he returned to Stirling as a Research Fellow and was involved in a project investigating the growth of some aspects of Local Authority expenditure, and also completed an M.Sc. in Economics

He then returned to the real world and spent a significant number of years, working as an Economist, in the Electricity industry in both the public and the private sector. In the public sector he was involved in the preparation of energy and economic forecasts to support UK electricity planning. In the private sector he contributed competitive analysis and price forecasting to the commercial strategy function.

He joined UWIC in 1997 and regards himself as an ecletic Economist.

His current research interest is in the economic consequences of devolution, building an integrated model identifying the various factors that impinge on economic activity as a result of changes in governance.

He lives near Pontypridd where his wife and dog occasionally take him for walks.
